Can anyone tell my why SIP is failing and producing the following error message?

Persits.Jpeg.1 error '80040035'

Not a JPEG file: starts with 0x47 0x49

well seems that the component installed on your server (Persist Jpeg) does not recognize the uploaded file as JPEG...

You probably don't upload a valid jpeg file

Yes, it was a valid jpg. The SIP creates/resizes the full-size image, but fails to create the thumbnall. I've moved this file to another server. Please see my most recent post for continuing errors.
